Understanding HTS Column Rates
Column 1 - General
This applies to most countries that have Normal Trade Relations (NTR/MFN) with the U.S.
It's the "default" rate for the majority of U.S. imports from countries like China, India, Brazil, etc.
Column 1 - Special
This applies if the goods qualify for a Free Trade Agreement (FTA) or other preferential trade program.
Example: imports from USMCA (Canada/Mexico) may be "Free" if rules of origin are met.
Column 2
These are punitive or non-MFN rates, much higher than Column 1.
They apply only to countries that do not have normal trade relations with the U.S. (currently very few, like North Korea and Cuba).
Important Note
Column 2 rates are deliberately much higher than Column 1 to reflect restricted trade relations. Most imports will use Column 1 rates (General or Special).
