What is the HTS?

The Harmonized Tariff Schedule (HTS) is a 10-digit classification system used by the United States to determine tariff rates and statistical categories for imported goods. It's based on the international Harmonized System (HS) but includes additional US-specific classifications.

Understanding Rate Columns

Column 1 - General

Normal Trade Relations (NTR/MFN) rates for most countries

Column 1 - Special

Preferential rates for Free Trade Agreements (USMCA, etc.)

Column 2

Higher rates for non-MFN countries (Cuba, North Korea)

General Rules of Interpretation

1. Classify by the most specific description that applies
2. If incomplete/unfinished, classify as if complete
3. Mixtures are classified by the component that gives them their essential character
4. Accessories and spare parts are classified with the main article
